The New York State Legislature, long a hotbed of turf wars, ethnic politics, naked self interest, backroom dealings and general incompetence, has finally outdone itself. The New York State Senate is currently deadlocked in a 31-31 split between Democrats and Republicans, with the consequence that the Senate is not even meeting, let alone passing essential legislation prior to recessing. The New York State Assembly is run as a one-man fiefdom, taking actions that bear no relation to the needs of the people of the state. Things are so bad that according to a recent article in the New York Daily News, 67% of New York State voters polled want to throw out the entire legislature.
The challenge is to completely re-conceive the state constitution to come up with a method for electing a legislative branch that is representative of the state’s population, likely able to withstand legal challenges, and will result in effective legislative body that will not be the laughingstock of the country.
